SCOPE (Society for Creation of Opportunity through Proficiency in English), established in 2007, by the Government of Gujarat to build English language proficiency in the youth of Gujarat and thereby create employment opportunities for them has been the most successful PPP model in the state with an established network of 630 centers through five Zonal Training Partners (ZTPs) for the purpose of providing English language training to candidates. Another 325 and odd colleges are also SCOPE centres. SCOPE programme is centred on three challenges of education - Access, Equity and Quality.
During the launch, SCOPE programme was given the initial target of training of one lakh youth in the period of five years. The programme became quite popular over a period of time and it surpassed the target within 3 years. The next 2 years, SCOPE touched new heights and a tremendous progress was reported when it reached to 4,11,000 candidates by the beginning of 2014 and close to 5,00,000 by the end of 2014.
To enhance the employability and to showcase the proficiency of English, SCOPE has roped in Cambridge English, UK as an assessment partner. Cambridge English's exams are the world's leading range of certificates for learners of English. The English Language Training programme is being developed on the Common European Framework (Level A1 to C2) of Reference. SCOPE has fully adopted Computer based and Online Exams called BULATS (Listening, Reading and Speaking) and CPT (Listening, Reading). There are three exam cycles in a year.
Fee for level A training is kept at 1550/- (taxes extra) and for level B training is kept 1800/-(taxes extra) under PPP model. This includes training to candidate, course material, assessment & certification. SCOPE has provided infrastructural support in terms of LCD projector and computer to many of the centers for enhancing the quality of training. SCOPE's OAS (Open Assessment Scheme) is for college students only wherein they can pay a nominal fee of 350/- for 'A' level exam and 600/- for 'B' level exam. Providing course material or training material is not mandatory. However, colleges have option of providing them training and material at a fee of 750/- for 'A' level and 1200/- for 'B/C' level exam which is much cheaper than prevailing rates of other private institutes.
SCOPE takes into account the convenience and ease of students while appearing for SCOPE's exam. The students are given many chances in a year to successfully complete the levels. With an enrolment of 4,11,000 candidates by the beginning of the year 2014, the enrolled candidates under OAS and DELL scheme (college mode of learning) are more than 2,50,000. The centres of ZTPs (Zonal Training Partners) are graded at every quarter by an external agency which is called Quality Assurance Cell.
SCOPE is also the implementing agency for DELL (Digital Education and Learning Labs) setup in government and grant-in-aid colleges across the state. In this scheme, the complete infrastructure including furniture, computer systems, server, LAN, softwares, AV facility is provided.

SCOPE is state's flagship society to enhance and assess language skills of people of Gujarat at an affordable cost with an international certification.
